Bill of Rights 206 years old, North Carolina insisted on

North Carolina was the twelth state of the original 13 colonies to ratify the US Constitution. One of the main reasons for the delay was an insistance that there be a bill of rights to protect the individual. The whole nature of government was to protect the greater good or country as a whole. North Carolina representatives and many others in the new country such as Thomas Jefferson, believed that the individual needed protection from a  government or person in power.
